Hello i think that candidates that read the minutes and engage in the
community qualify.

Honestly, listening to board meetings assumes timezones and a slew of other
variables. Let's focus on the lovely people who want to contribute and keep
the bar set to "open". If all kinds of implict restrictions are added, then
it limits us from really decent leaders.
