[Osmf-talk] Geolibres Local Chapter application - small LCA change

Hi,

After careful revision of the arguments presented here and in the Argentine
channels, the Board is proposing to make a small amendment to the new draft
Local Chapters Agreement to address the main issue here.

In this case, the "real representatives" of the Local Chapter will be the
OSM group within the Geolibres organisation. While they are an informal
group, representatives from that group are very strongly represented in
Geolibres. For example, 4 out of 6 board members are "OSM people". This
Argentine OSM group is also very enthusiastic about their organisation.

While the voting members of Geolibres could keep out any prospective member
they don't like, this is true for the vast majority of the other chapters -
indeed, even for the OSMF itself. These non-voting members are already part
of the organization at the time they apply, they know each other already.
So the technical requirement is not a practical limit. In fact, there has
only been one failed membership so for, but that was simply because the
form wasn't decently filled out.

Rather than draw an overly hard line in Argentina, we'd rather address this
potential issue for all chapters that have limits to their membership. This
is why we are proposing a small change under #9 of the LCA, the Activity
Report. We would add:

*The report will also list any unsuccessful membership applications with
the reason why they were not approved.*

Adding this clearer requirement would bring up any irregularities,
regardless of the bylaws. A significant amount of failed memberships can
mean it is not representing the interests of the local community - which is
a material breach of the LCA and would then allow us to terminate the
agreement. To be clear, termination is still very much possible with the
current LCA template.
