You are surprised that
"if you block somebody on GitHub,they won’t get (your) notifications"

On github you may ping any account, with something like 
"@username" what creates notification for given user.

Blocking user should block such ping originating from account that user
decided to block, it is not surprising, it is not a bad implementation.

If you are unhappy that people block you (or ignore your notifications),
it is not Github fault. People are not obligated to respond to
your comments.
