Just one comment "No".
And that is maybe one of the places where things (see my comments on the
proposed AoA changes
https://www.openstreetmap.org/user/SimonPoole/diary/394975) have become
derailed. While the WG typically have produced their remit documents,
the board has ultimately approved them, and clearly would need to
intervene if the remit is at odds with the responsibilities the board
wanted to delegate to the group.
