I agree that it might make sense to have at least one board member
present on a committee. However, if that board member does not dedicate
enough time and attention to fulfil her/his job properly as
board/committee member, his/her presence does to have the effect we expect.

Because the board decides who is on the committee, they can ensure
themselves that the committee is supervised properly – either by a
member of the board present on the committee or by a member they trust.

If we required a board member to chair a committee, we would increase
the workload of the board members. Committees can help to reduce the
workload of the board and that's important because board members are
volunteers (or get paid by third parties for the time they dedicate to
board work). If we intentionally increase the workload of board members,
we will either face the question about payment of board members (there
will be opposition) or we will have difficulties to get enough qualified
candidates meeting the diversity expectations many members have.
