The draft says “17. A person shall cease to be a member or an associate member (as the 
case may be) if:... [not free to vote]”. The goal here is that as soon as you sell your vote, you are no longer a real member, hence any vote you cast is invalid. Kinda like if you try to vote when your membership account is 366 days in arrears.
