The African Highway guidelines were created with a lot of local
consultation.
We have universities in Africa, GIS is normally something that can
create wealth, can we identify those things on a map that would be useful?
There are very definite problems in Africa. One interesting point is
tax rates are lower in Africa than say Europe. If the locals are
spending their own tax dollars then hopefully they will take ownership
of projects such as health and education.
