Even if the issue is more acute with HOT projects and Africa, it's valid
for any any remote activity in any country.

When MapBox wants to improve the road network in France they inform the
local chapter and we give them feedback (for instance a better imagery
or a no go).

If before drawing paths in the Australian bush, the author(s) of the
project(s) had asked/informed the local chapter, Australians would have
just said 'please don't". No need to speak loudly.

Call it simply politeness or efficiency.

For the mentioned activities of CartOng, a specific imagery was set to
ensure accurate mapping.

And for the road network they asked to make just 2 categories as they
would review the network for coherence after "first level" mapping
activities.

Blind remote activities are like blind imports: a bad idea for a long
term healthy ecosystem.
