Some comments on the data quality side.

First new mappers tend to copy what is already there rather than read
through the training guides.  If one highway between two small settlements
is tagged primary then I've seen a rash of primary highways between small
settlements follow.

Second if you catch a mapper doing something wrong within a few hours
they'll correct their process.  Send them lots of messages on changesets
three years later and they may well have changed their process by then so
you're just turning them off mapping.

HOT and organised mapping can be easier to deal with than individuals.  I
noticed one mapper tagging highways as highway=road.  In conversation with
them their attitude was it is a road because I say so.  HOT in particular
has come a long way on the data quality side.

Some common errors are fairly easy to correct.  For example duplicate
buildings.  Yes it would be better if they were mapped correctly once but
after clean up at least they are in the map.

Another example is crossing highways.  At least the highways are mapped.
JOSM to do list is very effective.
