[Osmf-talk] Board decision on initial composition of the Software Dispute Resolution Panel

A bit of further background esp. for those who have not been in the
meeting:

The decision was made during a closed session of the meeting which was
announced on the spot during the meeting (the first time since board
meetings started to be public by default - all previous closed sessions
were pre-announced on the agenda IIRC).

The reason given for the closed session was that the subject was
a 'personnel matter' (meaning i suppose that the board considers the
panel to be 'personnel' of the OSMF).  If the details of the decision
(including in particular if there were any conflicts of interest
declared) will remain to be seen.

Regarding the people selected - we have

* One academic from Luxembourg working at a University
(Socioinformatics) - unclear if there is any professional connecton to
OSM, software development experience, some related to OSM editors.

* One software developer from the US working for Mapbox - one of the
most active iD contributors more recently, top 11 of the non-bot
contributors there according to github, probably higher more recently,
OSMUS board member. Twitter user.  Primarily communicates in English in
OSM.
* One software developer from Brazil working for HOT - QA (osmcha) and
organized mapping tools (primary developer HOT tasking-manager).

* One developer and blogger from Russia working for Lyft - job OSM
related, editor development experience (primary developer Level0 and
Imagery Offset Database, various JOSM plugins).  Former OSMF board
member. Twitter user.  Communicates in English and Russian in OSM.
* One entrepeneur and developer from the UK, running an OSM based
cycling platform, primary developer of Potlatch, former OSMF board
member (a long time ago). Twitter user.  Primarily communicates in
English in OSM.

Not selected were

* One software developer from the US working for Facebook, no editor
development experience AFAICS, former OSMUS board member, two time OSMF
board candidate. Twitter user.  Primarily communicates in English in
OSM.
* One entrepeneur and developer from Germany, runs an OSM based
business, some editor development experience, former FOSSGIS board
member, former OSMF board member. No Twitter user.  Primarily
communicates in English in OSM.
