Forgive me being extremely late to this thread - so obviously these
comments can be ignored. But in case useful...

I would suggest that

It's a question of trade-offs, and so I suggest more successful as a
negotiation rather than one person picking winners. Or perhaps that
employed person could at least convene a committee and serve as arbiter.
