The proposal says the splash screen is allowed to fade away

  * automatically after five seconds. This also applies to splash
    screens or pop-ups.

If this will only be shown one time, the first time ever that the app is
started, that would be OK.  If this is expected to be shown every time
an app is started, that is much much too long.   For that case, it
should be only half a second.  If I'm seeing that splash screen
repeatedly, that's all it will take to read the copyright notice.

If I were using a program or app and a 5 second splash screen came up, I
would think the group shown was a bunch of self-important jerks.  Saying
it can go away with user interaction isn't an excuse, since now you've
forced an additional action on me.  So instead of seeing what I'm
opening the program for, I'm seeing a 5 second splash, until I discover
and train myself to quickly swipe it away.  I would hate hate hate this,
and I would have a very negative impression of an organization that
forced that on me.

Please greatly reduce the minimum time.
