For the last online Maps I published, I show the attribution at the bottom with a >> button to hide the attribution. A simple click closes it.
When consulting a map with many layers, I like to see which layer is actually showed. And I am not convainced that map users are annoyed by attribution or that it does not let them have a comfortable consultation.
It seems that we have to insist for some of our partners to accept to show their partership with OSM and not only add their own logo.

The splash screen is just an option, not a requirement. If the app
developer thinks that this is too long then they can still display the
attribution in the corner of the map where it would also be allowed to
fade after five seconds. I don't see a problem there.
