If splash screen is sufficient to fulfill attribution requirements, then it qualifies as sufficient
attribution.

In some cases splash screens would be definitely insufficient. 

Say on a permanently accessible map display in museum/zoo/information point, that
would start once a day and be used during the day.

But in theory showing OSM attribution at startup/loading screen can be sufficient.
If this screen will not be hidden on faster software etc.
