[Osmf-talk] Potential AoA change: Count time as associate member for board candidacy requirements

Change seems a clearly good idea. It is removal of not intended bug/trap,
so I fully support it.

I see no downsides, except minor increase in text complexity (but current one
is very likely to be misleading anyway) and fact that some effort is needed
to do that change.
