I've mixed feeling about writing rules, if we do, they should be more
general in order to include both; like the statements of the UN.
One may be to say that places where equality rights are observed should
be preferred and if not, the board could deny the usage of the SotM brand.
The already mentioned idea behind that is to raise awareness, start a
discussion.
Probably the places in US where the police is more dangerous for black
people is probably the places where being LGBTQ+ will be more dangerous too.
If they don't listen, then... The drawback is that it's not a hard
written rule.
