[Osmf-talk] Draft resolution on membership prerequisites

Hi All,

Thanks to Tobias for the draft.

I prefer putting the rule in the positive.
I'd also like to see a generous but definite time limit in the rule.

... , the board of directors may accept applications for membership or 
associate membership only if the applicant has demonstrably contributed 
to OpenStreetMap on at least 42 days in the past 10 years.  ...

# RATIONALE
Ten years is a low bar to leap. Anyone who hasn't put in at least 42 
days of work in a decade is unlikely to be a worth-while member with the 
best interests of OSMF at heart.
