The problem is not the criteria itself but the way it's applied. In the fee
waiver program, it is applied to get a discount to people who are very
active contributors.

What it is used for now is to say that nobody but very active contributors
are welcome. That creates a secondary market for accounts with 42 active
days by the way. :)

There is another term limit in the documents already, which looks a lot
better suitable for the matter:

An "active contributor" is defined as:
a natural person (whether using a single or multiple accounts) who has
edited the Project in any three calendar months from the last 12 months
(i.e. there is a demonstrated interest over time); and has maintained a
valid email address in their registration profile and responds to a request
to vote within 3 weeks.
