The way I see it we are a mapping community. We map. It's what we do. It
is our /raison d'être./
If you resist mapping why apply to be a member of a mapping foundation???

I think these may be similar perverse situations:
Applicant:  I would like to join your tennis club. No, I have never
played tennis and I don't plan to learn.
Applicant:  I would like to join your book club. No, I don't read books.
They're so last century.
Applicant:  I would like to join your church. No, I'm an atheist and
have no interest in praising deities.

So.  We want just 15 changesets, on 15 different days, as a
demonstration of interest and common purpose.

It is a very low bar.
