I believe this actually refers to blocking access to the OSMF tile 
service, aka the "standard" style map tiles. This is just barely 
decipherable in the original, in translations it morphed to gibberish. 
As a courtesy to all readers I would suggest that the agenda items 
should be clear on what they are actually about.

Isn't a new idea, the main reason this was never seriously considered is 
that having such a facility requires regularly vetting the apps that use 
it and a way to block apps that fail it (currently there is no reliable 
way to block any app).
