They are codified on the Japanese wiki, and (in my personal experience) Japanese mappers treat them
as absolute rules for which there is zero room for any kind of interpretation. I've stopped trying to fix these,
because it would inevitably lead to an edit war, and as far as the Japanese community is concerned, it's
a decided issue and I am wrong.
And perhaps I am. This is not at ALL a question about what is "correct" or "reasonable" or "right". OSM
can make any rules they like, and if I don't like them I can make my own global mapping project. If OSM
wants to give a local area latitude to map a perilous boldering trail as a secondary road, or a canal as
a primary road, that's OSM's prerogative.
If OSM doesn't want to allow those things, that's also OSM's prerogative. Which, I guess, what this whole
discussion is about.
