This is an interesting topic but I am sure it would fit much better into Tagging-L than OSMF-talk.

Just to respond with a oneliner: answering such questions require international data collection, comparison and lot of discussions with the locals of various countries. And even then there will be a need to multiple tags, since shops may sell cakes but also beer, or may not offer places to sit, and it's inefficient to create all-encompassing and over-detailed categories.
