Thanks for engaging here, helpful to have your voice and perspective.

I do disagree with some parts of your answer and think it's an important point for people who genuinely want to have an understanding of how things are working.

While there are aspects of this which are true -- we are largely volunteer, but increasingly supplemented with targeted paid staff -- we are not going to simply wait and hope for actions to happen. For each goal in the plan, the responsible part of the OSMF is identified. Tactical details are expected to come from these groups. The Board and the working groups, together and separately, are already actively engaged on all of the goals identified in the plan.

A good long term example of this is the planning, budgeting and implementation cycles that OWG have practiced for many years. The Board itself is tightening its processes with regular deep dive planning sessions, and better tracking of our action plans, with clear accountability for each Board member. Our Board Committees, particularly the Finance Committee, are very actively and tactically engaged. Other working groups are gearing up for more proactive work.

Hope that gives just a little more picture how this strategic plan feeds into how the OSMF is executing on its mission. In my opinion, things are on a strong upswing and working better than ever. The plan will be completed soon (and regularly reassessed) and help provide a stable foundation for all the work ahead.

budget, no specific timeline (General Marshall wanted the Normandy 
invasion to take place in 1943 but FDR overruled him and set it for 
1944, for example), just the framework for a few million documents to 
implement the grand strategy, down to operational orders at the platoon 
level.

As for when we can see the other pieces, the budget is an annual affair 
and future budgets will presumably incorporate guidance from the 
strategic plan. The tactical plans will depend on the doocracy, and some 
corners of OSM will act faster than others (I suspect you already knew 
that 😉).  As a volunteer-run project, we are as always heavily 
dependent on how much time volunteers can devote to running the project.
