What keeps one from first paying a few euros for an official annual
OSMF membership, waiting for the plastic card to arrive by mail and
only _then_ doing photography for their terrorist activities? The
answer is nothing and that this conversation isn't heading in the
right direction. I still believe my suggestion was the best so far.
