Ultimately "OpenStreetMap" is just a big pile of data, so if you'd like 
to create something that would allow OSM data to be used on the devices 
you mention, by all means give it a go!

The things that you'd need to do to use the data are described at the 
"about" page here: https://www.openstreetmap.org/about - any map you 
create needs to credit OSM properly, and you'll have to abide by e.g. 
the tile usage policy (if you're providing access to OSMF tiles) here: 
https://operations.osmfoundation.org/policies/tiles/ .  While developing 
something (and just testing it yourself) I suspect you won't fall foul 
of any usage policies though.

If you'd like to do something, then I suspect that this list isn't 
really the best place to continue the conversation.  I'd perhaps suggest 
asking at https://community.openstreetmap.org/tag/development .
