Robert,

I think you might want to back and read the many descriptions of the data
discrepancies in the OSMF's CivicRM database that were published in the
last 3-4 months before you draw a comparison to that situation and a
"normal democratic" function in which people are generally empowered to
know whether or not they are allowed to vote.
