[osmosis-dev] GetPropertyAction in xml/common/ElementWriter

Some Mac users still require it.  I think some older Macs will never get a
Java6.  But I think the existing 1.5 compatible version is probably enough,
it lets them work with API 0.6 format files.

It's up to you though, you can maintain a 1.5 compatible version if you
wish.
