I've started a new wiki page for development documentation.

It doesn't contain much other than headings at the moment.  I'll try to 
fill them out over the coming days.

It's not structured in a great way for someone new to osmosis though.  
I'd also like to add an introduction section guiding someone through the 
code for the first time but that will be harder.
