No, not at the moment.  I'm not sure what I should do about this.  I 
could split tests into two separate directories, those that can run 
standalone and those that require additional infrastructure.  Or I could 
split db tasks out into plugins.  Neither was a 5 minute task so I 
haven't bothered yet.  I always have databases available so it hasn't 
been a huge priority for me.
