[osmosis-dev] superslow completeWays again

Hi,

thanks for suggestion, but doesn't clipIncompleteEntities=yes
produce something different? With clipIncompleteEntities=yes nodes and
ways outside of clipping polygon are removed, but I want to keep them
if some nodes of the ways are inside the polygon.
