Where did you get that data from?

If you look at the history for this way [1] you can see that
everything is correct including the tag changes (Every changed tag
constitutes a new version not only geometry changes). So it seems as
if your source simplifies the data somehow and doesn't set the version
correctly. Perhaps it is still running some API 0.5 code which didn't
expose versions?

Your version from April is actually version 3 and the one from
November is 5 or 6 (nothing changed between those two versions) of the
way.
