[osmosis-dev] Setting Up an Eclipse Build-Environment

For when I ported the binary fileformat code to trunk, I configured
one eclipse project for each subdirectory. (Well, only three
subdirectories as I only needed the XML reader, core, and new binary
projects.)

It built.

To get osmosis to run with the commands offered by the new plugin, I
had to hack package/config/osmosis-plugins.conf and
xml/.classpath..... I'm not sure if that is what I should have
done.... but it worked.
