You'd want something like

osmosis --read-replication-interval --simplify-change --read-pbf 
oldfile.osm.pbf --apply-change --write-pbf newfile.osm.pbf

If your area of interest is not the whole world, you would add a --bb or 
--bp after the --apply-change.
