[osmosis-dev] Problem with --used-way filter

Hi,

I am one of the mkgmap developers. For an improvement of the address 
index I need a file that contains all boundary data (complete relations 
tagged with boundary=administrative plus all ways boundary=administrative).

I tried the following osmosis call:
osmosis.bat --rb europe.osm.pbf --tf accept-ways boundary=administrative 
--tf accept-relations boundary=administrative --used-way --used-node 
--wx europe-boundaries.osm.gz

I noticed that some ways of relations are missing in the 
europe-boundaries.osm.gz file. I am not very experienced in the osmosis 
parameters so I am unsure if my parameters are wrong or if its an 
osmosis bug.

One example of a missing way is:
Relation 7374 (http://www.openstreetmap.org/browse/relation/7374)
Missing way 41119221 (http://www.openstreetmap.org/browse/way/41119221)
The way is not tagged with boundary=administrative but is a member of
the boundary=administrative tagged relation 7374.

Any hints?
