if you mean the completeRelations argument of the --bounding-box or 
--bounding-polygon task: yes, completeRelations=yes will force Osmosis 
to include both parent and child relations (and their members) of any 
relation that matches the area filter. The code that does that is in 
areafilter/src/org/openstreetmap/osmosis/areafilter/v0_6/AreaFilter.java, the 
relevant branch starting on line 604.
