[osmosis-dev] Installation of Osmosis

I moved the Windows install instructions to
https://wiki.openstreetmap.org/wiki/Osmosis/Installation#Windows and
updated them. I hope it's an improvement. We still need something else for
the Beginners Guide page. As I suggested in its discussion page, maybe we
can move some of the examples to there, write up a few common / simple use
cases, or link to good blog posts.
Please help improving this part of the osmosis documentation.
