Dave has agreed to place his tag code into the Public Domain.  As a result
I've merged my tagtransform changes into the master source tree.

I've disabled checkstyle for the tagtransform project due to the large
number of violations.  I've fixed all code style issues, but there are a
large number of missing javadoc entries which I haven't had time to address.

Let me know if anybody sees any issues.
