It needs updated for the latest version of Osmosis:

"All tasks in Osmosis must now support the initialize method, so older
plugins such as tagtransform will require some minor fixes to be compatible
with this change."

http://lists.openstreetmap.org/pipermail/osmosis-dev/2012-October/001376.html has a link with the changes made in the case of one of the other plugins, which may help you.
