Osmosis currently has no understanding of how relations relate to physical
shapes. In other words, it has no way to examine the tags of a relation
and build a polygon or linestring using the members of the relation.
It's not something I've investigated myself, so to be honest I have very
little understanding of what would be involved. I suspect it would require
substantial effort. Hopefully others have a better understanding than I do.
