I'm doing something similar for some various countries at:
http://download.openstreetmap.fr/replication/
This has one XXX.state.txt and XXX.osc.gz file per iteration. The
top-level state.txt is updated when the diff is generated, and link to
the corresponding XXX.state.txt.
Note that I'm still using the same numbers that the planet minute diffs,
as these diffs are generated from the planet diffs. But these country
diffs are not generated every minute, as some are longer to generate
than others. There is no hole in numbers.
So far, I didn't have any issue reported by the usage of these diffs,
with osmosis, osm2pgsql, OverpassAPI databases, or direct usage for
various analyses.
