[osmosis-dev] poly-file exists but not found

There is nothing wrong with the .osm.pbf and .poly files, the command
works with Osmosos 0.48.3 on Linux.

That was obvious from the filename :-)

There might be a permission issue with the folder that prevents the file
being read, or antivirus blocking the operation.
