You should download, build and run OSRM, with a custom "fireengine"
profile. You can see several sample profiles on GitHub here:
https://github.com/DennisOSRM/Project-OSRM/tree/master/profiles

A profile is written in Lua, and contains information regarding what
stuff to route over, and how fast to do so.
