[OSRM-talk] Routing can better.

Had a look into the data. The primary road and the primary_link have both maxspeed=90 set which is probably the ground truth. That being said, OSRM thinks that both ways have equal expected travel time breaking ties arbitrarily. So, what I did was looking at satellite imagery and spotted that the primary link passes traffic lights. I added those which will incur a 5 second delay in travel time. Thus with the next data update, the primary will be chosen.
