[Outdoor-natural] Via ferrata proposal: preparing for RFC & vote

Hi,

the proposal has been around for quite a long time already. While
some projects already adopted it long ago (OpenAndroMaps.org), other 
projects are hesitant to support a "rare" tag without a formal approval.

Hence I have done some last tweaks to the proposal and intend to
start a fromal RFC & Vote "soon"
