We've made this a tiny bit more impossible with the new release, I'm afraid.
Starting with the latest release, Photon updates the mapping definition when
it starts. I suspect that needs a writable database.

That said, I admit that this is a very interesting use case, I've never considered
before. So unfortunately I can't help you. But if you do some research in that direction
and find out more about the necessary steps or blockers, then please
open an issue about it and we can discuss some more what to do make a read-only
Photon possible.
