While in most countries it may be, and is, virtually always legal to take
pictures of people in public spaces, using them outside of "personal use"
has limitations. A collection of such pictures of persons makes up a
database of personally identifiable information and at least in most(?) EU
countries collecting such a database requires a justifiable reason.
