[OSM-Photos] Couldn't signup to OSV

Hi, Open Street Developers,

I tried many times to signup on this website.

but it always shows below given message.

We couldn't set up that account, sorry. Please try again, or contact
an admin (link is above).
Sign up as a new user
1 error prohibited this user from being saved.

Please tell me where I am wrong. I would like to use this application
and want to install it on my ubuntu system.

As I also need to know which Ruby on Rails version are compatible with
OSV to install on ubuntu.

Any help would be appreciated.
