[Potlatch-dev] Caching

I've implemented a fix for the caching issue Nop was experiencing  
(http://lists.openstreetmap.org/pipermail/potlatch-dev/2010-August/000115.html), in which Flash Player would cache an old version of an icon even if you changed it and refreshed  
P2.

This caching is now prevented _if_ you're using the Flash Debug  
Player. If you're using the standard Flash Player, caching will take  
place as per normal.

Yell if there any problems.
