You can set 1 or more GPX files to be loaded at startup using the
vectors.xml config file, if that's what you're meaning:

http://trac.openstreetmap.org/browser/applications/editors/potlatch2/resources/vectors.xml

Obviously this depends on your server auto-generating the vectors.xml
file with whatever you want loaded in the background. Is this what you
are asking for?
