Not sure. I use Chrome, and have had issues in the past with
stylesheets not refreshing, but I think I ended up blaming Flash's
caching. I posted about it here a couple of months ago, I don't quite
remember the details now, other than the outcome "all good now".

What has generally worked for me is, once per session, accessing the
stylesheet directly (through a new Chrome tab). After that, just
reselecting it from the dropdown box has caused it to refresh.

Same applies for map_features.xml.
